Healthy at Home Eviction Relief Fund
The Healthy at Home Eviction Relief Fund application system closed on Wednesday, December 16, 2020 at 5pm.
- We are no longer accepting new applications.
- We have not expended all funds, but do expect to use all available funding on applications already received.
- We are still processing completed applications and sending out payments to landlords.
- Additional eviction relief funding may become available to Kentuckians. Follow Governor Beshear’s COVID-19 updates and check back at this site to see if the application reopens.

Governor Andy Beshear signed Executive Order 2020-700 and Executive Order 2020-751, that dedicated federal Coronavirus Relief Funds in the amount of $15 million for a Healthy at Home Eviction Relief Fund. The Healthy at Home Eviction Fund information is as follows:
Purpose
- Prevent evictions of Kentucky tenants to keep them housed during the COVID-19 pandemic.
- Allow landlords to get substantial payments for back rent.
- Reduce the volume of eviction cases in Kentucky courts.
Geography
- All Kentucky counties outside of Jefferson County (119 of 120 counties)
(Jefferson Co. has its own related federally funded eviction prevention program.)
Timelines
- Application portal will open September 8, 2020.
- Applications will be reviewed by the Kentucky Housing Corporation starting on approximately September 21, 2020.
- Once both the tenant and the landlord have completed their application, they have reserved a place in line to receive payment, if eligible.
- Assistance will be paid as lump sum payments to landlords.
- Payments are anticipated to be dispensed to landlords no sooner than September 25, 2020.
- Assistance with back rent can be calculated back to March 1, 2020.
- Applications will close when funds are exhausted (before December 10, 2020).
Eligible Tenant applicants must meet ALL of the following:
- Tenants in any Kentucky County outside of Jefferson County.
- At risk of eviction as evidenced by a past due letter from landlord, a pending court eviction, eviction notice, or similar document.
- Gross household income for the past 30 days cannot exceed 80% Area Median Income (AMI). Click Here to look up monthly income limits.
- Have a current written lease or sign a lease with their landlord. Click Here to download the document.
- Do not currently receive other ONGOING rental assistance. The program cannot duplicate assistance from another source, including Section 8, USDA RD rental assistance, and public housing. If a tenant received some type of short-term assistance, this program cannot duplicate payment for a given month but can assit with past due rent for other months.
- Are requesting assistance for their primary residence.
- Those living with family and paying rent informally are not eligible.
- Those who own a trailer home and owe rent for a lot are eligible.
Eligible Landlord applicants must meet ALL of the following:
- Must forgive 10% of rent due and forgive late fees, penalties, and interest related to non-payment of rent.
- Have a current written lease or sign a lease with their tenant. Click Here to download the document.
- Must agree to give 45 days’ notice for any future eviction, not to be initiated until at least 30 days after assistance concludes.
- Must agree to terms of arrearage settlement and submit all necessary paperwork.
Form of Assistance
- Lump sum payments to landlords in exchange for allowing tenants to remain in their homes; forgiving late fees, penalties, and interest related to non-payment of rent; and forgiving up to 10% of the amount due.
Amount of Assistance
- 90% of back rent owed + up to 2 months future rent if income qualified up to maximum assistance amount.
- Monthly rent subsidy limited to 150% of HUD Fair Market Rent. See table of rent assistance limits.
- If household income is <= 50% AMI: 90% of back rent owed + 2 months future rent; maximum of $6,500.
- If household income is > 50% to <= 80% AMI: 90% of back rent owed + 1 month future rent; maximum of $4,000.
- Tenants may only receive assistance one time.
Email addresses are required to submit an application.
- The tenant must know the landlords’ email address for entry on the Landlord/Owner Information page of the tenant application.
- The landlord must know the tenant(s)’ email address(es) for entry on the Tenant Information page of the landlord application.

- Copy of state ID OR mail indicating proof of residence.
- Proof of all income earned by all household members over the past month or 4 weeks.
- Current Lease in tenant’s name (if a written lease was completed).
- Letter/notice of late rent, notice to vacate, notice of eviction, court summons, judgement, etc.

- Copy of owner's state ID.
